I've just arrived in Canada in 2018, can I use my foreign income to meet the income requirements for parents sponsorship in 2019? Or do I have to be working in Canada first for 3 years?
If so, is there a way to bring them here before that and get them medical coverage in that time they are not PRs yet? (MSP or otherwise)
I know there is the Super Visa option, but that does not give them MSP, right?
Is there something else that will? Or any option to cover medical expenses for them with some private insurance?
- For your foreign income, did you declare that income and subsequently paying income tax in Canada? I assume not as you said you just arrived in 2018. So to answer this question: No, you cannot use your foreign income. You must meet the Canadian LICO for 3 consecutive years before your application. If you plan to apply to sponsor your parents next year, then you must meet the LICO for 2016+2017+2018 which essentially means, you must declare and pay taxes to Canada Revenue Agency for the past 3 years. If not, you will have to wait and be eligible to apply in 2021 (Assuming you will declare income and pay tax for 2018 + 2019 + 2020)
- There is a way to bring your parents here: Super Visa which basically allows them to stay up to 2 years at a time without exiting the country. Normal Temporary Resident Visa (or Tourist visa) would only allows 3 - 6 months of stay at a time.
- Your parents will not be insured under the government Medical Service Plan (MSP) as this is for Permanent Resident and Canadian only. You can however purchase a private health/accident insurance from a number of private insurance companies out there such as Manu Life, SunLife, Allianz, to name a few. The premium depends on your parents' age, duration, coverage but a friend of mine paid over $140/person/month for her 60+ years old parents with $50,000 coverage. Remember that the private insurance will not cover for pre-existing conditions though

It depends greatly on your readiness of the documentations, Visa office and Health status of your father. In my observations, it seems that if nothing is wrong with the process, you have all of the requested documentations, your father health is good (pass the medical exam), it takes from 8 - 10 months from start to finish. But it really depends on the above factors, could be longer or shorter...
