Currently, I am in IP1, AOR is July 24th. Yes, I do have ordered GCMS notes, but didn't receive yet. My case also similar to you. One dependent, and minimal travel history...
Since of late, most Sri Lankans have hit the 5 months mark before PPR. I know couple of them even without any dependents. Lets hope for the best. Before end of December, you will definitely hear a good news.
Keep the hopes up. My NOC also same as yours. 2173- Software Engineer category.

Thanks @amypls4 for the latest updates. ..Yes, seems like. But, most of the Indians are getting their PPRs inside 4 months. Most of their VO is Ottawa...That's why I am interesting in getting to know the VO.
So, since your NOC is also 2173, we may be known to each other then...

It will take around 14 working days to get your certificate. You will have to submit scan copies of your NIC and Passport when filling the online application form.
There is no any specific address, however I have used below one.

I'd recommend taking IELTS classes from British Council as it is very useful and the lessons are strictly focused towards the exam
criteria
If you need to improve your writing, please refer to the following book "Barron's Writing for the IELTS"
It helps get a main idea on how to score a band 7 and it has helped me a lot. Practice the sample essays and you should have no problem in scoring a 7 band in writing. As always please make sure to plan your essay (5-10 mints) before writing
