I tried but didn't work. Than I changed few things just for a try. 2 years ago I applied for them Super Visa and was issued UCI number. I thought lets give a try with that UCI number and guess what it worked finally.
I used following
Category :- Permanent Residence
Sub C :- Family Class Parents Grand Parents
Unique Client Id and Family Name
Place of Birth
Province
City Town village - though I changed address and my ECAS status show updated city / address but I tried my old city at time of submit of application
Marital Status
Number of Dependent :- As you suggested I used 4 here (Parent In Laws (2) + Sponsor + Co-Signer)
Hello, I am planning to sponsor my mom in 2019, their dependants are my step father and my brother however when they ask for how many I am sponsoring, should I put only 1 because of my mom? Or should I put 3?

So, I got the pre-arrival service letter from CIC which was updated through MyCIC account.
But the problem (or thing that confuses me) is that we only got request for Police Criminal Check, and we haven't even submitted the result yet.
PCC was requested on October 2, 2018, and we are still waiting for RCMP's result, so we haven't submitted yet.
And, the thing that confuses me the most is that we have not received request for medical yet.
The thing that might make sense is that my mom is currently living in Canada for more than a year as a Super Visa, and she has done the medical before we submitted the Super Visa application. So she technically have not left Canada more than six months after she's done the last medical for IRCC.
For this timeline, she has done the medical back in Sept (or Oct) 2016, and got Super Visa in Jan 2017 (expiring in Jan 2018). She is living in Canada since then.
Is this usual case? Does Invitation to Pre-arrival services mean anything? I thought that it is only issued after PCC and IME passed.
Getting confused here, if anyone has similar experience, please advise.
Also, if someone can update my SS,

I'm wondering about the LVO selection process. My parents are in Syria and their file sent to LVO: Bucharest. However, according the IRCC web page, visa office for Syria is in Beirut or Amman (in neighboring countries).is this normal?
My other question, are my parents required to go to the visa office in Bucharest? or all the documents could be sent electronically or by courier including the passports to issue the visas?
I'm concerned as it is very difficult for Syrian these days to travel to Bucharest as they need visitor visas and it is almost impossible to get it!
Hi Sham,
In my opinion, your parents don't have to go to the LVO. The documentation can be sent electronically or mail.
LVO is selected by the IRCC in Romania due to the situation in Syria probably.
