I’m also an October 17th applicant. MP sent inquiry today, absolute silence since pre arrival July 28, MP said it’s still too early but I asked him to figure out the status anyway... trying to be hopeful.
background check only shows up on GCKEY, ecas does not show it. but usually BGC starts after your receive the pre-arrival letter so thats one way to find out. 2nd way would be to call irc and listen to the automated msg
Pre-arrival letter invites you for services which are free online or in-person programs for people who have been approved to immigrate to Canada. People usually get this close to the time when their BGC are getting completed. Mostly people get PPR after getting pre-arrival email.

you are halfway correct, from the trend the pre-arrival letter mostly comes once eligibility is passed and BGC starts (not ends). some people have gotten pre-arrival and their bgc took many months

they are reviewing your file / (or You are in line to be reviewed) to access weather your marriage is genuine or not, after they have done that, 1. If they find all the stuff you sent sufficient, they will start BGC. 2. If they don't file it sufficient, They will ask for more proof or set up an interview or do both to access the eligibility. After the eligibility has been done and you have been found eligible, your BGC will begin.
I am a January 2018 applicant, I also haven't heard anything after passing the medical. I check gckey it says The same it says for you, but I kind of know my File would be in line for review and it wouldn't have started by now.
nope, LVO works on the file for the applicants eligibility also, so it would mean that LVO has basically said the applicant is eligible and sent the file for BGC to relevant authorities.
