I know, their age and experience window is bigger but then depends how big one needs for oneself to fit in .

No idea. Its been a long wait.

For now they are only sending NOI to French speakers and with jobs offers

Hi,
Ontario has been sending NOIs continuously under FSSW each week (Thursdays). But you have to choose French as Primary Language (it doesn´t matter if your CRS drop) and language for correspondance. If you have English as Primary Language you are not "visible" to be picked under this stream.

If they already have FSSW, so why are they still choosing French speakers from HCP?

From what I read in their webpage, this year they targeted French using HCP on March (maybe it was to reach people with only TEF, since FSSW requires proficiency in both languages). After that time, they targeted Job Offer through HCP.
