Not sure what gcms does but it will give you some clue about details of your file. I myself have yet to apply for them. Heard it takes 1 month.

1.We received your application for permanent residence on April 28, 2017.
2.We sent you correspondence acknowledging receipt of your application(s) on July 13, 2017.
3.We started processing your application on July 13, 2017.
4.Medical results have been received.

Does that mean my application is not in background check yet?

Mine and yours timeline are almost same. You are inland or outland applicant. When did you received medical request. Which visa office process your application. I am outland applicant . After Medical nothing update. Wait for PPR from last 4 months.
