I was asked a month ago to send LVO my Quebec Selection Certificate within 45 days. I've uploaded it through GCKey. But I didn't get any confirmation message back. BGC is in progress.
So how would I know they received my QSC?

So little less than a month and BGC still in progress. Have you been to multiple countries because of which BGC is taking long? I see in spreadsheet that people even got their BGC done in 1 day.

There are many factors which delay a BGC. For full and extensive BGC one month is more than enough.
Remaining is the easy taking habit of gov employees in security agencies bcos they do not give priority to immigration applicants. They have their own works to handle.
Work experience is not their concern in spousal sponsorship and as for traveling, they only check a couple of things.
1. If the person illegally entered or stayed in a country.
2. If he ever claimed an asylum im some.country
3. If he ever travelled to any notorious country famous for war, drug or any political or economically unstable country.

They check passport validity, citizenship requirements, criminality
