Yes it takes 18 - 24 months for hearing but someone can work permit within month after claiming refugee status and medicals.

Don't think it is a month. It is months and only if you qualify based on financial need and would otherwise require welfare to survive. You have to go through first hearing to determine if you are eligible to claim asylum, the medicals, then you can apply for work permit if you qualify. Then it will take time to process.

I know someone who has got his open work permit within 20 days of entry to Canada and claiming asylum ..!!!

He landed in Toronto, Canada in December 2017 and got his open work permit mid of January 2018 after claiming refugee and medical.
