I guess you made them aware about your previous refusal through your application,which is good ..yeah it comes under background check and they would look for the reason why you got refused or they have already done it that's why it's showing back ground check not applicable ..did you attached any document related to your refusal?

Well you should consult about that with your agent..it is always advisable to be honest with high commission ..I hope it won't be a issue with your application
Biggest reason for visitor Visa refusal of a young person is that they think that person might not come back and would try to survive illegally and if this was the reason for your refusal than it could affect your application.. was it a family visitor Visa or just you applied for it?

I have a visitor visa for canada, now i have applied for study permit on 18th july and still waiting for this classes starting on 1 september.
Does anyone know do i need to submit my passport or it will stamped with the same visa i already have.
