Completeness is the email from OINP that they find your application compete and its now going for the next stage which is Assessment.

If in case they need anything else they will mail u .. That's is called receipt of Completeness

Have you called them asking about why it taking so long?

In DIP it takes not normally 3 weeks .

Ain't think callin an good idea . As they will be sayin soon we'll makin a decision bear with us .
