My parents got their Passport request today and it says I have 30 days to submit them. The issue is that they are gone to Australia to visit my brother and are planning to be there for about 6 months.
Should I email cic and ask them if they cant get their visas stamped in Australia or do they have to go back to India and submit them?
OR
Can they send me their passports here in Canada and i can get them stamped for them?
LVO is Ottawa and before Australia, they were in Canada on a super visa.

Contact LVO to explain the situation. Our PPR letter did have a statement to notify the LVO if the applicant wasn't able to send the PP to LVO and would like to use another location. I'm sure they will get an option to have the visas processed in Australia.
I have submitted my mother's PCC , got acknowledgement receipt from the officer, anyone here can give me time line on what's next after this and how long it takes for them to request for the passpor

I believe you should communicate to CPC Ottawa about your parent's travelling status and address in Australia. Hopefully, you will receive an updated passport request with details to submit the passports in Canadian Embassy in Australia and get their visas there.
I do not think CPC Ottawa would allow to mail the passport out of country at any instance and it's not advisable to mail passports , especially when they are visiting another country. I believe it's not legal but not sure. Stay safe bro.
