Still awaiting DM, they told me during the interview it could be 5 months but usually much faster

This question is on behalf of my friend
He came to Canada on a work permit ( welder) and has a PR . His wife and daughter are also PR.
His wife is housewife and has the cleared the Celpip English language . She came in 2013 and since then stayed in Canada. She has filed tax returns and eligible to apply for citizenship .
My friend works as a welder and has not yet cleared the celpip English language .

My Question is can his wife apply for citizenship for her daughter and herself?

I brought all of my application originals but they only looked at the Oath Letter and my ID (Drivers Licence)... keep in mind, there were 147 of us at the ceremony that day so they probably just wanted to get it over with as quickly as possible.
