I found out that all new applications go to the Centralized Intake Office (CIO) for initial processing. MEP/IP1 and NA2 happen here.
In the next few weeks, you'll receive "additional documents not required" status update and your application will be transferred to the Ottawa Case Processing Center (CPC) or a Local Visa Office.

My application has been in CIO since February 26th 2018. (My AOR date).. Thats close to four months. I'm really worried as i understand CIO is the initial stage. From where the application is then transferred to a Visa Office.
Is there anyone else facing this issue? or has the the process changed? does CIO complete applications now?

Yes, i have seen not less than 5 applicants with cases finalized in the CIO. They received their passport request emails from the CIO itself. None of them was distributed to a local visa office and all of them are 2018 AoRs.

Glad to know that you got some relief. Yes the fastest timeline was 1.5 months and the slowest was 4.5 months. Your ppr is around the corner, i believe.
By the way, I was distributed to a local visa office and I took 178 days (less than 6 months by 2 days!!). So, yes CIO could be hopefully faster than some visa offices.
