It depends entirely on the person, their history, where they're from, etc. If your PA was in the military or police, expect it to take a while. If they haven't lived in other countries, haven't worked for the government, are young, and have a clean record, then it can often be pretty quick.

Now come the background check, security screening, admissibility etc are all part of background. Now a days they start security screening etc parallel to eligibility to save time. That is why after pre arrival most of people receive PPR quickly. But for those whom BGC start after eligibility, they wait for months after pre arrival to complete BGC

If the sponsor is a PR, they have to be in Canada while the application is being processed. I've read that short trips (2-3 weeks max.) may be okay, but anything over that and you're running a pretty big risk.
You could apply for a TRV, but you're very very likely to be denied.
Unfortunately, for PR sponsors, you don't have much choice but to wait apart, as hard as that is.

That's through Warsaw VO though, other VOs may do things differently. Our medicals were requested by Mississauga, then a month later our file was transferred to Warsaw.

You answered your own question! Your passport has to be valid for a year from the date on the PPR letter, but other than that, it's a year from when you did your medicals. The date is on GCKEY (and on your documents, I'm sure).
