I need help figuring out the best way to approach my situation.
I am a Russian citizen that is holding a Canadian Permanent Resident status, however, we have been residing in US holding a valid US resident status as well. I am married to a Canadian citizen and my daughter is Canadian as well. My issue is that my Canadian PR card is expired and Canada wont issue me an eTA since i hold a valid status in Canada. from what I have been reading for me to renew my PR card i have to apply in person. My other option is applying for PR Travel Document, which is essentially a travel Visa? Can I renew my PR card while being in US? We plan to visit my mother-in-law for her 80th birthday end of May.

You can apply for a PRTD to fly to Canada. Ask for a mutiple entry document.

That may be true, but your status in Canada still supersedes your status in the US when you enter Canada, like how they're requiring dual Canadian citizens to enter Canada with a Canadian passport. That is for people entering as foreign nationals. You need to enter as a Canadian PR. If you are entering at a land border in private car or on foot, you do not require a PR card or PRTD.
