Visiting Canada with expired Permanent Residence card and a Valid US Green Card

Hello,
I need help figuring out the best way to approach my situation.
I am a Russian citizen that is holding a Canadian Permanent Resident status, however, we have been residing in US holding a valid US resident status as well. I am married to a Canadian citizen and my daughter is Canadian as well. My issue is that my Canadian PR card is expired and Canada wont issue me an eTA since i hold a valid status in Canada. from what I have been reading for me to renew my PR card i have to apply in person. My other option is applying for PR Travel Document, which is essentially a travel Visa? Can I renew my PR card while being in US? We plan to visit my mother-in-law for her 80th birthday end of May.

You can apply for a PRTD to fly to Canada. Ask for a mutiple entry document.

You can submit the PR card renewal app when you are in Canada but as you have to put that you are living abroad, there is a good chance that you will be requested to pick up your card in person.

Thank you. I can enter Canada by car using my US Green Cards and fly out of Canada? is that an option?

You can enter Canada by car using your COPR or landing document, not your US green card. No need for PR card or anything from IRCC to fly out of Canada.

Green Card holders do not need to show proof of residency in Canada when entering by land. Thats how I understood. But i will need PRTD or a valid PR card to get on the plane to Canada. Thank you

That may be true, but your status in Canada still supersedes your status in the US when you enter Canada, like how they're requiring dual Canadian citizens to enter Canada with a Canadian passport. I could be wrong, but I imagine the same thing applies if you're a Canadian PR.

When travelling by land or sea directly from the U.S., you will only need to provide proof of your U.S. lawful permanent resident status (such as your Green Card).

That is for people entering as foreign nationals. You need to enter as a Canadian PR. If you are entering at a land border in private car or on foot, you do not require a PR card or PRTD. You can show your expired card and have proof that you have been cohabiting with your Canadian spouse if asked.
