OK.. I did not share something important that might help someone out there.
In mid January I contacted the office of my local MP Melanie Joli (minister for Culture or something). I informed them on the phone that my application since submission had taken more than 17 months. They gave me an appointment immediately with a staff member. This lady deals with all immigration issues of the constituents. After meeting with me and getting info regarding my file she called CIC the next day. Then she informed me that there was a good news for me. That they had completed background check and everything is complete. This I had suspected when I had received my Med request in late November 17, that is, after 15 months from submission. I knew that this med request only came after the security check was complete. But My suspicion was that they were holding back my file only to match the quota or some other similar crap. So once the call was made in late January I received DM within 2 weeks. Don't ask me what happened. I absolutely do not trust the crap that comes out of CIC. They have straightforward allocated numbers for countries and provinces that they have to match in a year. That is it. You fall in the bucket you are lucky, you don't, wait and waste your time. But sometimes... a call from your local MP helps push a file that is collecting dust somewhere. Talk about 3rd world and red tape.

Hello Guy , I've received a ready for visa today
But I am worried because my CIC doesn't change back grond check : it is written we are doing your backgroundcheck ...... and on My CIC decision is on progress . On Ecas it is also : in progress . So I am asking if CIC made a mistake .
Is it happened to somebody else here ?

Thanks to God we got pre arrival email and DM (ecas)yesterday..waiting for PPR.
Here is my timelines
File submission:20/12/2016
RPRF-June 2017
Medical- July 2017
DM- 11/2/2018
V.O- Paris

Now my current address changed to Indian address. So where i have to submit my passport? paris or new delhi VO.

Too early to expect the AOR if you have applied in Dec 2017. 1st or 2nd week of March 2018(Takes 80 to 110 days)

Not necessarily true. My friend's application was received in December 2017 and she got her AOR this month. As for me, I applied December 2016 and got my AOR February 2017 so it's possible.

I got an unusually fast processing of my CoPR.
I got my DM and PPR last week, on 08/02/2018. I applied on 24/11/2016. I am Visa-exempt.
I sent my passport copies and whatnot the next day on Friday 9th
It was received in Ottawa on Tuesday morning.
Yesterday afternoon myCic went to “Approved” (i got an email notification).
By curiosity I checked my return tracker and it was activated.
I got the CoPR this morning, and planning to do a flagpole this saturday.
I thought it would take 2 weeks, but hey Cic is probably making up for all the time... I hope all you guys get your applications sorted quickly!!

How did you found that Melanie Joly was the person adaptable to contact, for this issue? All Quebec Applicants that have delays with VO may contact Melanie or it depends by visa Office Center that is processing our application.

Application Sent- 19th Jan 2017
AOR Received - 3rd Oct-2017
Medical Request- 14th Feb 2018.

Could you please advise which exam center will do good and fast process in Montreal.
Some additional tips before going for Medical exam would be appreciated.

Once the address is changed,the same will get updated on the Ecas

They will send an Email or in your GcKey Account (if you have) and you will have to just download the Medical Request Sheet (PDF attachment)
