OK.. I did not share something important that might help someone out there.
In mid January I contacted the office of my local MP Melanie Joli (minister for Culture or something). I informed them on the phone that my application since submission had taken more than 17 months. They gave me an appointment immediately with a staff member. This lady deals with all immigration issues of the constituents. After meeting with me and getting info regarding my file she called CIC the next day. Then she informed me that there was a good news for me. That they had completed background check and everything is complete. This I had suspected when I had received my Med request in late November 17, that is, after 15 months from submission. I knew that this med request only came after the security check was complete. But My suspicion was that they were holding back my file only to match the quota or some other similar crap. So once the call was made in late January I received DM within 2 weeks. Don't ask me what happened. I absolutely do not trust the crap that comes out of CIC. They have straightforward allocated numbers for countries and provinces that they have to match in a year. That is it. You fall in the bucket you are lucky, you don't, wait and waste your time. But sometimes... a call from your local MP helps push a file that is collecting dust somewhere. Talk about 3rd world and red tape.

Thanks for sharing this valuable info....
This may help a lot to all the Inland applicants who have been waiting for so long (even after 14-15 months)
I think the MP Office guys were also very helpful when @poisonapple didn't receive the PPR email even after (2-3 weeks if I remember correctly) then he contacted the local MP office, where they found that his email address was wrong in his application and the same got updated upon request by MP office guys, and on the same night he got his PPR.

@taemee you are very right while mentioning it as VERY IMPORTANT because sharing such info can fasten someone's processing.
Thanks once again and Good Luck Dear.

Hi Taemee,
Congratulations on your PPR, the best of luck. I wanted to ask you something please if you have any information. I am outside Canada and my file is almost 15 months on federal and I have not recieve any response from them since march 2017 when they started my file. Is there any way to call them please from outside Canada? I have send the web form query and waiting for a response, I did the GCMS notes request as well and they replied to me that I need to be permanent resident or a person inside canada can apply for GCMS notes , I send an email to my advocate yesterday asking to help me on the GCMS notes, but I would like to call them, this is not normal they don't contact me for anything since march 2017. Its almost a year since they started processing my file. I did the medicals on march last year and paid the RPRF fee but nothing is confirmed if medical passed or fees recieved. I would appreciate if you have any information where I can call them. Thank you!

Hi Dorina. It is always very frustrating to be in a situation like this. I came to Canada in 2010 and I still do not have my PR card yet. just got PPR email last night. As for calling CIC from outside Canada, I have never been in that situation so i cannot give you an informed opinion on that. a quick google gave me this link: https://www.immigroup.com/news/how-call-citizenship-and-immigration-canada-outside-canada
Also My application was received at CIC on 30th of August 2016 and PPR came on 08 Feb 2018. If they sent you Medical Request and you have passed it then do not be impatient. If they require another paper, send it to them asap. other than that, keep yourself calm and composed. Try to focus on something more constructive in the meantime which will help you once the process is complete. So for example try to plan the next steps after PR. Further education, professional certification if required, language skills. Also study culture and history of Canada, get Familiarize with the system of government. Read about your rights as Canadian resident. Learn about the Tax system and CRA procedures. There is so much stuff to think about, to keep yourself engaged, that is more constructive and useful for your life.
Last but not the least, pray to god.

Dear dorina
I can understand your situation a bit because I am also in the 19th month of the federal processing and my medical exam have also been expired last month.

So, first of all I would like to tell you that if you are outside Canada it is not possible to contact cic over the phone.
If CIC has demanded the medical exam from your side then you should wait patiently, until they need anything else from your side.
So, as per my knowledge visa offices processes the applications as per their work load(means the number of applications they receive).

Hope this helps, Good Luck Dear

Did "Soft landing" at Lacolle yesterday and returned back to USA after spending an hour on Canadian soil.

Landing experience was unusual and took long time then I had expected. Agents were concerned about me not giving them Canadian address for PR card mailing and not providing them GTA/GTF list during first landing.

CBSA agents huddled twice to discuss my case. I had to show them description of IMM 5456B form ( Address Notification - Permanent Resident card) on canada.ca website and email from CBSA mentioning that I am not required to submit GTA/GTF until I am moving to Canada as "settler".

CBSA agents found my request of not submitted GTA/GTF during first landing unusual and several discussions ( all in French) took place between CBSA agents on this.

My proof of funds were checked. I also received a lecture from 2nd CBSA agent on my PR obligations. At one point one of the CBSA agent was trying to convince me that USA has much better weather and I should not move to Canada.

In the end I was congratulated on becoming PR, was asked to sign COPR and then advised on how I can return back to USA.

We left plattsburgh hotel at 6:21 PM and were back in hotel by 8:13 PM.
Wait what....

Somehow my PR cards have made it to an immigration firm in Toronto even though I did not provide address to CBSA agent. I did not hire this firm for my PR processing though my company had hired them 3 years back to get my Intra Company Transfer work permit processed. I checked myCIC profile and I do not see any details of this immigration firm in my profile. I received an email from Receptionist of that immigration firm asking me to provide a Canadian address. I have requested her to send PR cards to my US address.
