Security is always retracted, unless you get it from CBSA.
I think in the case of security screening it is mentioned in the notes. Let legalfelcon answer it.
But if the applicant is in security screening is it mentioned in the notes?
It will be reflected in the activities, which are not retracted. But the content of those will be retracted.
I applied for GCMS notes in November and once in Dec. I received my latest notes just today. When I noticed one major difference. In the first notes , my security was "not started" and i saw s.15(1) in the top corner of second page - where you see status of assessments. In the second notes, my security is still "not started" but I found that s.15(1) was removed from from top corner and not seen in any other pages as well.
Does anyone know what this signifies? is my security moving forward or is it moving backwards lol? Any ideas?

As per your notes you are not under Security Screening. This is the regular activity update for Security, and not SS.

Information released by IRCC will also have some info retracted. If this changes, or the info is no longer deemed to be sensitive which needs retraction, it will not be.

Hi, I have recently entered the pool with a score of 457.i am planning to get married in April and if I calculate
My spouse’s points then it comes up2 466, however she has not written Ielts or got an ECA unlike me. What is advisable in my case
A) should I get an ITA as a singer in the next draw ( as mostly the cut off is around 444) and then before I file my application , update the cic with my marriage (which would coincide with the date of filing my application ).
B) Wait for my marriage n enter the pool with all the iELTS score and eca for me and my wife as this would mean that I am losing three months .
Please advise

You can add your spouse to your application anytime before you and in Canada. However, if you are married you will have to include your spouse in the application.
see
https://www.getgcms.com/blog/add-family-member-express-entry-application/
To add your spouse from the start, your spouse will need IELTS and ECA if you are claiming points. However, if you add your spouse after you have filed your application, your spouse will not need ECA or IELTS. Read the above blog post.

What is your visa office. It is good to know that you are not under ss. This is just a matter of time. Maybe backlogs in visa office. Hope you will get ppr soon.

My visa office is Vienna.
What is the experience with time frame for the applications?
