I thought of asking this question and see your view.
Do we have any advantage of applying Federal application between Mar-Aug timeframe instead of Oct-Dec. This is just to understand if there is going to be any delay in final processing(DM) when we apply Oct-Dec because of CIC quota for that year getting over. I checked the Timeline sheet and found that friends applied between Mar-July in 2016 got DM in on and average 330 days. At the same time those who had applied in Oct-Dec got after 380 days.
Any idea on processing time in Mar-July 2017 this year

Well, maybe you're right. My application (oct 2016) took 14 months for DM.
But if I were you , i'd apply as early as i can. No point to delay this i think.
Laws can change, fees can increase. And nothing guarantees processing times.

As for me I have applied in July'2016 but still waiting for the DM.
So I completely agree with
@MTL2MTL that one should apply as early as possible.

As I am following this thread since last 1.5 years the average processing time is 12-13 months (on an average).
However it varies on the work load of the concerned visa office.
Also, the rules get applied(if changes ) to all who applied newly or existing whose application is in process
From my point of view there is nothing changed in terms of the Rules under QSW stream (Federal stage) in the recent time however
@MTL2MTL has advised in his reply that you should apply as Soon as possible because anytime the rules,fee etc. Can changed.

Yes exactly earlier it was of 13 months then it changed to 14 months (I think in September/October) then went back to 13 months somewhere in November but now again increased to 14 months.
So it depends on the workload of the VO.

I received my AOR about 2.5 months after sending my application. And most of the applicants receive their AOR around that time too. So yes it is kinda weird although there have been some delays. Contact them and ask them about it to be 100% sure.

Before Dec 2016 it was 12 months, changed to 13 and now 14 months...
I'm sooooooo excited, in the middle of the night, I got an email from CIC.... and I opened ECAS and MyCIC....

I cannot express enough how surprised I was, because I'm in the states, I have to send my fingerprints to RCMP via 3rd party, hence the CIC only received my RCMP report on Dec 22 by email. The actual RCMP is still on the way and scheduled to be delivered TOMORROW!
I already told myself millions times that nothing would happen till 2018, but wow, it did happen!
