Just to confirm. Did CIC ask you to submit RCMP twice? OR did you submit RCMP upfront without CIC asking for it.
CIC asks me to submit RCMP TWICE!

My initial PR application was filed 3 Nov 2016 with RCMP finished somewhere late Oct in 2016.
I guess they did not bother to look at my files until now and realize the RCMP report now is expired and ask me to submit a new one.

By the way it is a lot hassle to submit a RCMP request from the US. I did a lot research and I need to do the following, I gonna post it here in case others may need help:
1. Get fingerprints card from a local police here in US
2. Get my papers notarized.
3. Pay ~100 bucks for a firm in Canada that is certified by RCMP to scan my finger prints and send it to the RCMP
4. Get my RCMP report, scan and email to CIC.

Sorry. Does not make sense. RCMP finished in late Oct 2016 and PR filed in first week of Nov 2016. This means you submitted upfront RCMP screening results without CIC asking for it. What am I missing here?

I'm not sure about the technical term to use here, but I applied everything by myself. I just took a lot at my application checklist, in item 15, they ask for the police report as shown above. Hence, I did the RCMP thing in front.

But now, the RCMP is expired and they ask for a new one...

@APPNOV2014NY, Do you think I do not need to submit a new one?

Hence their second email :

This is to provide clarification regarding the RCMP request you received this morning. Please note, RCMP certificates are only valid for one yearfrom the date of issuance.
If the certificate you initially provided with your application is no longer valid, please follow the RCMP’s instructions to obtain a certified Criminal Record check.
Also note, if you were not asked to provide the certificate, it means you do not need to provide one

Sorry I know it sucks to do it twice but it's not CIC's fault. You are not expected to submit RCMP Screening report with application. It's clearly documented here:

"The Canadian visa office will tell you if you need a Canadian criminal record check while your application is being processed."

You sent RCMP Screening report upfront and CIC trashed it. Now that CIC "really" needs your RCMP Report they sent out request to you.

I really did not know that, considering in the official checklist document by CIC, it says:

'You are strongly encouraged to submit your police certificates with your application to the CIO.'

I just want to share my experience.I sent email to cic,I said Christmas and also birthday of my son will come soon,i know they work really hard this year,thanks their all kind support.I hope they will have a very good Christmas.if they can send me good new dm,it's the best Christmas gift for our family.When I received email which confirmed they had received my request,after only one day,they send me DM and welcome letter,sometimes,we can meet really nice people.your guys can try the same way.I hope all of us can get PPR soon.God bless you.
