Hi- here's the situation. my mom has applied for a PR and with all her documents being cleared, we are expecting CIC to ask for her passport soon (hopefully all goes well). The issue is, my mom is currently in the US with my brother, so does she have to send her passport to the India office? Or can she send it to an office in the US. If she has to send it to the India office it would mean her traveling to India and submitting.

She will send it to the office that is processing her application.
She does not need to travel there, just send the passport. When you do get the Passport Request for your visa office, there will be specific instructions on how to do that. Then they will mail it back to you.
She can mail her passport to India from the US, she does not need to be within India to mail her passport there.
