Why do you think so? If the CIC follow their regular schedule of a draw every 2 weeks then it ought to happen today.
Besides, it would be a good thing if it happens today. One more week would mean the the score will likely rise in the next draw as more people become eligible to file.
If the draw doesn’t happen today then that would be an indication that CIC has limited number of ITAs this year which means we will have 2 more draws this year on dec 06 and dec 20 which will force CRS to go up in the next 2 draws.
I think we will have a draw but I don’t see ITAs to cross 3000 mark this year and CRS will not fluctuate much from the current level of 439

I think limiting the number of ITAs issued could also be because of the backlog that already exists and needs to be processed. I'm sure the CIC needs bandwidth to do that work as well.
There is no limit on the number of ITAs issued because the number of PR targets is only for landed PRs and people drop off either due to withdrawal or rejection of applications.
Also, people who got their CoPR in November or December are likely to land only in 2018 and will contribute to the 2018 targets.
