Phone number to set up interview?

Hi everyone!

I’m wondering if someone knows of a direct phone number that we can call to set up a landing interview, as my husband is already in Canada on a visitor visa. We called CBSA and they advised against flagpoling because if they are too busy they might refuse to process us..?
I called CIC but can’t get through to an agent due to « high call volume »

We are in Ottawa if that makes a difference..

1. You can only make appointments for "landing" through the call centre.
2. At one time CIC Ottawa did "landings" every second or fourth Tuesday in the month, between 10 and 2, I don't know if this still in effect, this was in February
