Your Visa Office will be Ottawa . about processing time they hardly stick to it. I have seen many inland applicants from 2015 still waiting for the ppr. But you never know it differs from case to case but yes its definitely a bit longer processing time

For paper based application to IRCC, it is necessary to get a language test result as it is part of the document checklist for the PR application. If not included the application may be rejected as incomplete

It depends on the province and immigration stream you were nominated by.
e.g. OINP International Student with job offer stream, NOC B, does not require English tests for the nomination and the paper based IRCC submission. This is my personal experience, applied October 2016 paper based and currently waiting for MR, eligibility is already passed.

Hi, Same here, AOR March 15, 2017 (inland, post-graduate PNP, BC). RPRF July 20, 2017, still waiting for MR. Please update me if you received any news.
I think our timeline are pretty much similar, here is mine:
03 Jan 2017 - Submitted application to BCPNP
24 Feb 2017 - Phone from BCPNP and issued nomination
02 Mar 2017 - Nomination
07 Aug 2017 - Submitted application to CIO
11 Aug 2017 - Application received (notified by Canada Post)
22 Sep 2017 - AoR sent email confirmed application received on 11 Aug 2017
23 Sep 2017 - Linked account on CIC

Dec.4,2017(advised for sputum test and re xray Dec18-20,2017) done March 5, 2018(ok xray and negative sputum smear and culture Medical passed: March 10,2018)
