but I dont think it is good option, because once I chose it, the PNC is required in the listed documents......it appeared like that exactly:
Provincial Nominee Program Certificate (PNC) (required)
but with the 2nd option, dont required any more documents
No as one I did back in India before coming to Canada on WP was expired. SO I did new one and submitted it.
But one thing my spouse did medical for WP last year and when CIC asked me for her Medical for PR I submitted same eMedical receipt. We did not do new medical. She was non-accompanying on my PR file.
Then, how did you submit your e-medical rereipt??

Hmm. OK then. That is strange that they only have options like that, and that CSQ is not equivalent to provincial nominee. I hope it works out for you!

On 6th Sept, I had faxed a letter to CSIS as per procedure mentioned on this page:

I received a reply via snail mail from CSIS today. Letter was dated 29th Sept -
"CSIS has not received a security screening request from IRCC concerning your permanent resident application"

Not all application go to CSIS. Its based on the judgement of the officer. Looking at your background declaration if the officer thinks or has any doubts you may be a security risk , based on factors they consider , they will send your info to CSIS for screening. If they have nk doubts, your background is clean , no criminal records, then theres no need to send for CSIS screening.

I have been there in the same situation and I ended up choosing No.3. For PNC, I attached my CSQ. It worked and I got my closed work permit
Couple more on same page.
1 received PPR after 16 months of applying.
Another received DM on 13th Oct 2017. His/Her file was received on 4th Oct 2016.
