Before may/jun 2017, any applicant with CRS >= 400 will be issued a NOI. He/She can use that as a invitation to apply and submit the documents for processing.
Until recently, they sent NOI to the ICT NOC's who had scores <400 which is largely welcomed and utilized by the applicants.
