DUE DATE: 24th oct- Does this mean the file needs to be completed by that date???

The due date has no relevance. It is a system generated date, and most applications are processed before it and some way after it.

Eligibility: Recommend Passed
Security: Not Started
Criminality & Medical: Passed
In the latest notes updated by the agent, it says PReVU Verified.
Could some1 help me with what does this mean?

This option gives you a copy of your application and all the documents you submitted to IRCC. This is helpful when you file for your citizenship later. It can be helpful if you have filed application before to IRCC and are not sure if what dates and information you provided.

@legalfalcon i have received gcms notes and i have a question. In my notes i realized that in A11.2 at CIO note the CRS points were assessed 953 instead of 978 at ita meaning 25 points less. Then reading further it seems they only counted my last position in the company which is 1.5 years old and ignored the previous 10 years. I worked in the company for 11 years uninterrupted assuming 4 positions same NOC and I submitted same reference letter describing each position in the 4 placeholders. Seems weird that the initial Eligibility assessment ignored the previous positions. Is that something normal?

I have security screening - and here is my understanding after extensive research:
Applicants with a particularly concerning background (such as a specific natural origin, or a military background, or frequent travel to certain countries) usually warrants the visa officer to request a security screening to be performed. This means that in addition to a quick security database check, the applicant's entire file gets sent to several security agencies in Canada (CSIS, CBSA, and RCMP) and the applicant's profile undergoes an in-depth check with includes getting in touch with the applicant's country of origin, and any other countries the applicant has lived in. I hate to be the bearer of bad news, but from my experience (and of others, that I know of,) this is an unusually long process, that, in most cases, is stretching beyond a year (I know of many people who have security screening, and have been waiting for longer than a year in Express Entry.)
It is also my understanding, that CSIS is usually the quickest to return the results of these queries to IRCC, with the delay being mostly due to CBSA taking an extremely long time.
I wish I had better news - but that's how it is!

I called CIC and they said my file is still under security check.--I can see the security screening in my notes.

First time it was 3 weeks to generate and 1 week to deliver. Second time it was 1 week to generate and 3 weeks to deliver. So no rule.
Makes sense, there's nothing stopping me from ordering another one before I've received the first one is there?
