I declined my last ITA (deadline was September 27). Thankfully I got ITA this time. But funny thing is I am STILL not ready to apply. STILL waiting on the FBI PCC. Right now it will take 14 weeks for an FBI PCC it seems. So here's to hoping I dont have to decline AGAIN.
You can submit your application with the proof that you applied for the FBI PCC and a letter of explanation. Usually CIC accepts that and gives you a 60 days extension to submit the PCC. Please do not decline your ITA just because of FBI PCC.

On the FBI site there has been a banner saying 'Coming Soon: Electronic Departmental Order (eDO)' for electronically submitting requests and receive responses for Identity History Summary. Hopefully this gets implemented soon and the turn around time reduces significantly.

You can apply, just explain that FBI not out yet. If you don't explain then they reject ut if you explain they will give you more time to get it. This happened to my friend
