Processing time is still 13 months for QSW on CIC website.
Yes it is still 13 months but it also has this fine print "Processing times can vary, depending on how many applications IRCC receives. " which worries me :) ...

Average processing time is updated weekly. If QSW goes on standstill ( as you mentioned before) then this processing time will go up. Since processing time is still 13 months we can safely assume that CIC is still processing QSW applications.

Well I know that last time somebody actually looked my application and transferred it for final review (RFO) was back in July. Since than, ar least up to 6th of September when GCMS notes were generated there has been no activity.
Interesting point is that I have same eligibility update as APPNOV2014NY (recommend pass) but eligibility status is still "not started" which makes me think that these are updated manually rather than automatically.

Did you get your CSQ via PEQ?

Yes, but I didn't go to classes or anything. I passed the french test in EU.

I really don't think CSQ route has anything to do with it. Its MIDI responsibility to maintain the CSQ standards, not the IRCC.

Reposting and hoping to get some advice :)

Hi fellow PR applicants,

Does anyone know how long it takes for the finger print/criminal check background process? I sent my verified fingerprints (from RCMP) to Ottawa on Friday. I had not heard anything in a couple of months and then I got asked to do a criminal background check for Canada. I am now in my 15th month of processing. I was hoping I may have the COPR by now. I am just curious to know if this may be the last step in the process or is there more processing I may have to do? Also, is this check random? or could I have done this with my initial application?

I am an inside Canada applicant (QSW), process timeline below:

1. We received your application for permanent residence on June 22, 2016.
2. We sent you correspondence acknowledging receipt of your application(s) on October 30, 2016.
3. We started processing your application on October 30, 2016.
4. Medical results have been received.
5. We sent you correspondence on August 30, 2017. If you have not yet provided the information or the requested documents, please do so as soon as possible. Please wait until you receive the correspondence before sending us additional information, as the correspondence will outline all information that is required. (This was in regards to criminal background check for Canada/Finger prints)

Also, is this check random?
No. It's not random. CIC sends applicants' details directly to RCMP for screening and most applicants do not need to submit fingerprints to RCMP. In few cases where match is not unique CIC requests additional RCMP fingerprints validation step.

I have seen couple of similar cases as yours (including mine)... if you will read GCMS closely even the medical and RPRF is being sent by Sydney and not Ottawa ... everything is assigned to "RC6262- Ottawa office"... this make me believe-
Either program is at stand still
or
GCMS are not correctly updated

There are few things to check. Firstly, what inventory the application is. If it is "QC-Pending" I believe that means it is being "actively" worked. Secondly, check notes at the end and activities under "eligibility". You should see something like "recommend pass" in the notes

It is in QC-Inventory, which sounds like it's archived and collecting dust... And definitely no recommended pass anywhere.

Yep, I meant is the fingerprint request random. I know everyone goes through the criminal check part, I just never heard of any of the applicants having to give fingerprints, none of my friends who applied needed to. But they are sent now, so I'll continue to wait and hopefully hear something soon.

Thanks :)
