I now believe that CIC is delaying DM/PPR for PEQ-QSW folks. If you check CIC timelines spreadsheet , you will notice that most of the guys with "delayed DM/PPR" are PEQ-QSW.
TR8, Nik and Balt confirmed that they applied as PEQ.
From earlier conversations I know that @taemee is PEQ-QSW.
Still waiting for response from few others but I believe most of the remaining delayed DM/PPR will be in PEQ category.

No they do get medicals on time but after the interview things its like 16 months for them no dm and those who appley end of 2016 still didnt get medical but regular skilled worker do get medical and dm

Check spreadsheet in my signature. Upfront Medicals has not helped with expediting DM/PPR. If your application crosses 12 months mark then you are at the mercy of CIC and they might ask you to retake medical exams. Most inland applicants are spared from taking medical exams again after expiration but most outland applicants are not.
He was not answering your question but referring to the messages above yours. The danger with talking your medical exam upfront is that it might expire and I don't think it makes processing faster
