I heard about that too. Many refugees here are fearing deportation under our president, so they are panicking. While I can sympathize, this kind of behavior hurts all of us because it gives all immigrants a bad name. Despite the stress and anxiety I have been going through, I think Canada has one of the best immigration systems in the world, and there should be no reason to enter illegally. I don't know of any other country that would grant permanent residence to immigrants outside the country in a year or less. Many countries like the UK require you to live and work there for 5 years before you can apply for permanent residence, and that only a best case scenario in the US.

The Canadian government has said that the number of people crossing on foot is growing, and they are having difficulty accommodating it. This may be reflected in future increased refugee quotas. It's up to Canada whether they divide the pie differently or make a bigger pie.

No quota for ITAs, there is only a quota for landed immigrants/ PR granted per year.

63,777 ITA issued doesn't mean 63,777 ITA released. There are those who resign, rejections, etc; so i think there are more than 7k ITAs remaining.

Those who receive ITA from now on, will probably land in 2018; maybe those ITAs will fall in 2018 target (bigger than 2017).

I don't know if the rate is still this high, but at one time it was officially reported that the non-acceptance of ITAs was almost 40%

I think you are vastly underestimating the number of people who do not exercise their ITAs.

CIC will try to managed their workload and spread the processing of ITAs out across the year. I would be shocked if we didn't see on average a draw every two weeks until the end of the year. They may increase or decrease the number of ITA they issue at each draw, but 1 draw in Sept and 1 in Oct is fantasy IMO.

Yes, there needs to be enforced punishment for entering illegally, which I believe there is.

Also, as others have noted, refugees fall in a different category with different quotas from economic class skilled workers, which is us. Canada wants us out of need to fill labor shortages and combat depopulation, not out of philanthropy. This article written in October 2016 discusses Canada's long term need for economic class immigrants. Although the previous immigration minister rejected for 2017 the recommendation of the government's economic growth council that "had recommended raising immigration levels to 450,000 over the next five years", it seems it was due to lack of capacity to process so many applications right away rather than disagreement that economic class immigrants are needed:
