Hi Guys finally I got my passport back from VO Singapore. Below is my dateline:
CSQ: Nov 2015
Sent FED: 28th July 2016
Fed Rcvd: 4 Aug16
AOR: 29 Nov16.
Med & PCC Request: 26th April 2017
Medical Recvd: 9th May 2017.
PCC sent 9th May, received 10 May 2017.
RFPR and Passport Requested 26th May 2017.
Paid RFPR 1st June 2017 and requested extension for passport submission as I applied new passport.
Sent Passport on 14th July (new passport took some time).
8th August 2017 received passport with visa.
Another note for my friend where they requested for 2nd Medical they asked my friend to sent his passport as well VO Paris. He will get his visa also maybe this month or Sept.
My advise never pay upfront the RFPR, once they ask you means background check has been conducted and your passport request will come next.

Most of the times it's the country of residence at the time of the application submission decides Visa Office but CIC can transfer your file to different VO based on work load. For ex - One of the forum member and PR applicant from India ( I believe Annie) had applied from India but her file was processed by London VO.
Coming to your Original question. You will get some sort notification in eCAS or via email regarding your Visa Office.

If Canada government had any respect for Inland applicants, everybody here had been PR since many months...but we are after EE, after outland, after refugees, after asylum (or false asylum), after work permit, after student permit, after coffee break.....

Spend sometime in USA immigration forum and read horrible stories of Immigrants from India waiting for Green Card since last 10-15 years. It will calm your nerves and give some perspective on how fast Canadian govt. is as compared to USA.
