unfortunately No Certain estimation for associated timings or confirmed trend for how people are receiving NOI

Yes it is, otherwise you have to arrange a proof from relevent govt. authority that you can not produce your birth certificate.

@Wandering Mind and @BillHyatt can you guys please help me out with this querry? I received a letter this morning asking me to authorize WES and to send in the copy of my ECA. I had done this on 12th July but not sure why did they ask me today?

For OINP birth certificate is needed for PA only. Spouse Birth certificate is not needed.

@Wandering Mind and @BillHyatt can you guys please help me out with this querry? I received a letter this morning asking me to authorize WES and to send in the copy of my ECA. I had done this on 12th July but not sure why did they ask me today?

Did you get a confirmation email from WES when you ordered a duplicate copy on July 12? Take a screenshot of that email and send to Ontario as proof.

For OINP birth certificate is needed for PA only. Spouse Birth certificate is not needed.

I got a Procedural Fairness Request on June 20, and I replied on the same day. I got Approval on July 6.
