Use chrome browser and print feature of it.. there you get an option to save it as pdf.. make sure when you go for print.. you NOI message must be in open state so that you get clear details(contents) of letter..
+1 Also, you can select the header and message body (mouse selection) and than hit print button. In that case, chrome will only print (save as pdf) the selected content instead of the complete web page.

I did copy paste into a rtf file from chrome browser. I use a mac and rtf preserved original format, highlights and font. I used that and it worked out fine. pdf idea sounds good too. Point being, there is no reason to be concerned about small things like these. I think, this step is just to make sure folks without NOI don't submit their application and cause workload for them. I'm sure it would be in their records for folks who received NOI.
They may send. There is no guarantee though. Key is to be active in the pool and check the updates page of OINP regularly so that you can recreate your profile when needed.
But I am sure that the CRS will go low by the end of the year and so OINP will have to reduce their cut off at some point maybe for the next intake in Feb.
