If someone qualifies for Occupation in Demand...do they still have to apply for Sasketchwan Express Entry or should they just apply to OID when it starts taking applications?

If someone qualifies for Occupation in Demand...do they still have to apply for Sasketchwan Express Entry or should they just apply to OID when it starts taking applications?
Its for my brother. His occupation is listed in OID..but he is confused regarding Sasketchwan EE.
So he he doesnt have to fill in the EE application and can apply directly to OID...when it opens of course?

Can you please elaborate. We are stuck as to what we need to do. Will applying to SINP EE be sufficient? They are only picking 1700 though...we are just not sure if we must apply to SINP EE in order to apply for OID.

Shall I call the Team Leader of Immigration Officers (Sara Schier) to explain my situation and ask her help in updating my status as soon as possible.
