After submitting my application for PR, do I have to inform CIC that I went for a long weekend (4 days) to another country to visit a friend?

Once you do the first part of applying (extended online application), next step will be your checklist
Ofcourse you can sponsor her. The only problem will be the time factor. The sponsorship takes around 6-8 months time and also you will need to find out how soon upon getting PR you are eligible to sponsor her.

if you have taken any trips which you didnt mention earlier - then you can use that form.

One does not need a job offer to apply for PR.
To answer your question, language tests can be done at any time. However, you can not create an express entry profile without the results.

Thanks for the quick reply but imagine when someone creates the profile but uses results that he does not have and lies to create the profile and then later does the real test and updates profile with updated results before submitting for PR ,is this ilegal?

i can assure you it is..
i saw my GCMS notes in detail (meaning going through the entire 265 page document) and it listed EACH and EVERY single time i made a change to the profile... even details like changing name of education institution from xyz university to xyz ltd university...
i would strongly recommend against putting fake information - unless you are planning to just create a new profile later and delete the old one.

I couldn't agree more. Just be patient get both your IELTS and ECA. Immigration is a marathon not a sprint.
