Access to Information and Privacy ( ATIP) Division at Citizenship and Immigration Canada (CIC)
my CSQ is currently under processing.
Can I submit my new recent IELTS certificate to get some more points.

Got AOR from Sydney on 27th Jan and file was moved to Ottawa on 11th March (as per GCMS) and since then no updates in the GCMS. It appears that Ottawa people are too busy to open my file. Sufgan ( AOR - 26th Jan) got his MR this month, so I am hoping to get MR with next batch sometime next month.

You must request GCMS notes to check what's going on with your file. Most probably your background check is in progress but MyCIC is not updated. Also it's my understanding that files are prioritized by AOR ( within a Visa Office) so if people with similar timelines as you ( and same VO) are getting PPR, then your file would be reviewed more frequently and you should get PPR very soon.
If you are outland then you have 2 options:
a) Ask some inland person ( Friend/Relative in Canada OR Lawyer) to request it for you. Cost CAD 5.
b) Go via third party. Cost CAD 40. I had used caips.ca to get GCMS notes.

After checking all of your timelines in Google docs,I found the application AOR from 1/3/2017 up to now,most people didn't get MR.That's why?Almost 4 months!
Before 1/3/2017,MR is nearly 1 month after AOR.What's the problem?
