You can't claim points for those not willing to provide details. As there is a need for verification of them being physically settled in Canada. The only solution is convince them to provide details or else don't claim their points.
@BillHyatt
Thank you for the clarification, if I do not claim their points as part of my application will I face any issues in the future once I receive my PR?

My friend was waiting was waiting for Nomination since May 26th (DIP), He has just received and accepted Nomination 20 mins ago. His NOC was 1111 and now his score is updated with 1000+ and profile shows submitted. So, if there is a draw today he will be invited.

For Education you need to prove equivalency of atleast Bachelor for OINP. So, if you are claiming Masters then it should be fine. You can add Bachelor under Othet Activities and explain this in Letter of Explanation.
For experience just stick with your NOC 2173 and show this as your primary NOC and intended to work in as well. If you indicate that you want to work in different NOC then there are high chances that OINP will reject your application. There is nothing to worry if you are unemployed and looking actively for job.
Once you receive PR and done with your documentation in Canada, you can choose to do job of your own choice.
