No bro I don't think so. The scenario is as long as the candidates have scored 67 points and above so they're eligible for permanent residency. We have seen a steep decrease for the CRS since the new program of express entry took place in 2015 the CRS trend was taking its way down from 800 to 413 which was unpredictable.
So, as long as the candidate is within the 67 points of express entry eligibility, he/she would get the ITA as the IRCIC is expected to meet the quota allocated for skilled workers immigrants for this year.
I have a feeling that Ontario is telling IRCC NOT to have a draw because the people who they sent NOI to (me included) are wise and waiting until the next draw(s) for the remainder of June. lol (just speculation) Ontario wants your 1500$ because they have already calculated the amount that can be generated based on approval ratios. Whether you get accept or rejected, that will be their 1500$ haha. Its a big game of patience and waiting it out.
You make a good point but we'll have to agree to disagree here.
Ontario's quota for the year is just 2700 nominations (not such a large number, in my opinion, to be able to hold sway over federal decisions) and I don't know if Ontario can influence IRCC's decision about when to have a draw and at what cutoff.
Even with the PNP, and the 600 additional points, I know IRCC is giving you a difficult time by not conducting any draws. Mind it, they have been Wandering somewhere these days.
