I do check the status once a day. Unless the NA -> IP1 -> NA -> IP2 happened just over night

Hehe..yes. Either that or your visa officer is just lazy to update the bg status, so he/she directly set it to IP2.

I thought they determine eligibility before ip2, since ip2 is the last thing in whole process. So, if the applicant is found eligible then only they can start the rest process. It was my thought though.

Lol...that makes sense. Only if the applicant is eligible by that 67 point thing should his/her application proceed...well..maybe they are more about completeness than eligibility..
