Even considering the new tweet, it still means the same thing. A tie-breaker would come into effect when the draw takes place. Which they are saying could take upto a month.
My interpretation is as follows.
The grace period is for a month, the draw could take place next week. It is just that they'll invite every candidate of a CRS rank for a month.
Say, from today to a month from now they do 2 draws, they'll invite every candidate from the minimun CRS rank.
Now, if the third draw happens after this grace period, then they start applying the tie breaker rule.
Don't be worried, if the scores go up next draw, they will fall down again on the 67th.
In the case that they actually take 3 or 4 weeks to do a draw (I really, really doubt that), they'd have to do consecutive draws. And scores will continue the current trend.
If you haven't applied yet, I don't think you could have any troubles.
However, you would have to prove that you're actually just going to visit and not live nor work there.

I completely agree with you, after changes in the points system and as half a year is passed, in my opinion the cut off is more likely to be increasing in the coming draws.
ITA does not guarantee a PR.
After ITA ,your application will be assessed completely and if IRCC is satisfied it will request you to submit your PP for Visa endorsement.
Is ontario going to reduce its threshold below 400? If yes to how much...? And would it effect people waiting as ontario's quota for the year may already be full..

I already have my evaluation from WES. When uploading will I need to upload only the evaluation or will I need to upload diplomas and transcripts as well?
You need L-8.5, R-8, S-7.5 & W-7.5 i.e. (CLB 10) to claim maximum points. I can share useful tips for writing. For the rest you need to practice daily. Drop me your mail address so that i can share them.
