It definitely is not mandatory, but it can be a barrier (as I have heard) in progressing in your career, and settling in. That's why its second on the list.
Quebec is not included in the Express Entry.
They have it's own stream outisde the EE.
I think in the EE you have to agree to live anywere in Canada, outside Quebec (given that you got a direct ITA, not with a PNP).
I guess after you have the citizenship (after 4 years), you could do whatever you want and move to Quebec.

The IRCC is giving the means to everybody who wants to come to Canada to do so.
Maybe some will have to perfect their english, other would have to learn french. Many will do a Master's Degree. Some people will have to spend some time saving or selling their stuff.
But I really think that right now if someone wants to come live to Canada, they could do it if they really do the necesary steps.
For some it will be harder, but right now we have the tools to accomplish our dream.

I think any one should consolidate the list as few members like myself are adding their name simultaneously so i beleive few names will be missed. I could see two names already missed in the list
My CRS is 403, so being part of Ray of hope, am hoping to get an ITA in next few draws. I wanted to know if once an ITA is received, documents /required formalities completed within 90 days and then score falls by 5 points, due to CIC reminding me of getting another year older, will impact processing of application?

About the french, what I tend to see in french speakers is that they hate when people talk to them in english, even if they speak it. I don't know if that's so in Quebec, as it is in France.
But I agree that it is beautiful when people speak to you in your mother tongue.
