Recently i learnt that - In India many IELTS results from May13th are not released due to some audits - which i believe is one of the cause for the lower(413) draw , may be am wrong but just a thought.

Hello everyone! I will be receiving my IELTS re test scores on 7th June by 12pm IST. Expecting CRS428... Will i be able to get into the pool with increased CRS by evening 7-8pm IST (the time when draw usually happens) ???

Yes, you should be able to. You need TRF Number to enter the results in EE Profile. If you've written by IDP, they show the TRF online on https://results.ieltsessentials.com/ not sure about british council though. All the best

Mostly 14th of June .. But there is no harm in being optimistic & wishing that there would be a draw between 7th - 9th June 2017..

What is the new CRS change CIC have planned?

The IRCC website and the Canada Visa page have all the relevant information for ITA aspirants. I'd advise you to read them regularly to keep up to date with current immigration news and trends.
