There shouldn't be an issue with WP extension .. i just did my closed WP extension .... just check number of days for WP processing as it seems currently taking 50 odd days for processing...
I suggest you submit the Canada PCC. My wife and I have lived here more than 3 years. Last week, I was asked to submit the PCC of Canada. My wife did not ask it. Therefore, there is no detailed answer of yes or no.

I suggest you to wait and do not worry about the Canadian PCC. I have submitted also my application without PCC (since in the guide it is mentionned not to send it). I have a number of friends who did not submit the PCC also. After the AOR few of us (including me) were asked to submit it. As I understand, it is up to the agent working on your application to decide if it is needed or not. So do not worry and wait for their feedback.

It looks it is for those whose work permit will expire in four months or less if you are currently working in Canada and you have applied for permanent residence...More details can be seen at http://www.cic.gc.ca/english/work/permit/extend/permanent.asp
You'll need to have your employer provide you an offer through the Portal with some kind of ACK# so that you can go to the border to extend the WP, or you'll get rejected there. Or you'll have to apply for the Bridging Work Permit through Online service...

But I confirmed with several Immigration Consultants that CSQ holder who is currently working is qualified and eligible to apply for the Bridging Work Permit though it will be bounded to stay in Quebec though.

Actually I'm extending my work permit right now , I was granted closed work permit before entering canada and not through port of entry , as soon as I put YES it sent me straight for an open work permit, although I'm not base in Quebec yet. Will let you know if I get granted or refused.
