I would say this is definitely unfair for inlands through QSW at the Federal level of average processing time of 13 months while EE is so much faster, and it sounds and looks kind of "discrimination"; it is too un-transparent to know the real process behind these...

Yep.. total BS.
I remember reading a while ago someone on this forum speculating that maybe "complex" files were the reason for the delays (for example, visiting many countries before applying)... but the fact that EE is so fast proves that it is not the case. Yes, it is extremely frustrating.
I think inland applicants with jobs (regardless of the province) should be given priority for the simple reason that they are already contributing to the economy and are the "least" problematic cases, as a government you don't need to worry about what is going to happen after the landing. Will they find somewhere good to live? Will they cost the country a lot of money in social services? Will they find a job quickly?
I do not mean to be rude to outland applicants, I know we are all waiting our turn and doing our best to stay positive, but it quite simple reasoning, i think and it is jut very frustrating. =(
Honestly, I think in a way Quebec brought it on itself. After the 1991 accord to grant independence on immigration, it kind of feels Canada's response was: "Oh, you don't want to play with the rest of the country? Fine, choose your own migrants, but they go to the back of the queue."
You mention delays, my guess is that it is probably due to the increases in EE participants. During 2015 and most of 2016, EE draws were much smaller, but now around 7000 people get invitations to apply through EE every month!! Obviously not all cases are processed in Ottawa VO, but it gives you an idea of the magnitude of the EE program.
In any case, I deeply share your frustration, and honestly if there was something we could do or someone's attention we could bring this to, I would totally do it.

But you will have to show your intention to live in whatever province you want to apply for.

Actually i called MIDI yesterday asking about my application status that was submitted in November 2015. They told me that I need to count 12 months from January 2017 where "Rendering Decision" phase has started. What does this rendering decision means??

I know its so depressing ....i think all VO are currently working on EE ... and it seems on only particular days of month they are working on QSW-Federal , if you will notice pattern of the updates (whenever they come) are coming in batches ..

You are right.... I mean, we had noticed that news and updates used to come in batches... but it might be true that only some days per month they work on QSW-Federal. I was looking at the spreadsheet, and ever since the beginning of the year, most (not all, but most) of DMs were received in the first part of each calendar month. My own application updates were also received at the beginning of february and may...
If that is the case and they only work on QSW for some part of the month, then I guess we will start getting news again late next week and the following one after that... we'll see if the hypothesis holds up...
