I wouldn't recommend that. For the place you are residing in right now, go after you have the ITA. You get 90 days to submit the application after ITA so plenty of time to collect and organize all documents.

actually i m nervous for this just becoz...my ielts is expiring on june 13...so if i get an ita by next week it ll be hard for me to submit my documents so soon...as a result my crs will crash

I know that feeling. It´s too bad the EE program did not exist 10 years ago when I was in my mid 20´s. But then again, I did not have my Masters at that time nor the work experience, so I wouldn´t have gotten those points.
Some of us have already done everything in our power to increase our scores (Masters degree and CLB10). Now waiting for a magic pill that'll make us a few years younger
Is this for spouse or primary applicant? I am the primary applicant and I have CLB 9 in one band, CLB 11 in 2 bands, and CLB 12 in one band. Would this work for me? I mean would I get these extra points?
You can get PCC before ITA as you'll must have to apply before the expiry of your IELTS result, however, if you apply after getting ITA then it will also be fine. If you couldn't get it on time, you can upload any document to prove that you have applied for PCC and will submit as you receive. CIC accept it.

But if you have visited as a tourist for more than 6 months (For example, 2 months+3months+1 month+2 months=8 months), you don't need a PCC. When you have a legal status as a student, worker or PR, you need a PCC from any country that you have lived more than 6 months.
