after you answer sponsor signed and oa signed the copr and they ask sponsor will you take care or responsibility of pa for 3 years after that

Called CIC 2 days ago, the man on the line said it can take up to 26 months for my application to be finished, in his words may 2018. He's clearly new there lol Apparently haven't opened my documents that I sent yet,only received it. I was wondering I'm going to either get a refusal letter or AIP next,right?
