I went back to US for 2 weeks in 2015, applied at that time, got certificate at home in around 4-5 months I think

Yeah, you should get nominated, Ontario simply requests that you have over 400 points. At any given time there might be certain jobs that they are looking for more, so your NOC code can be important. Since they moved to an online system it's improved to the point that it takes a matter of weeks to get nominated and they are sending out invites basically every week. There's certainly hope!

Yes you may get, as it's issued to people with CRS 400+

Pls look out for the next draw and then take a call for appearing in IELTS. I believe you should get ITA in the next draw. Best of Luck.
