I am sponsoring my wife for PR who is an Indian citizen based in India and the application is outland. She also has a Canadian tourist visa which she got issued recently. For her PR application, so far, she has done her biometric and she will be doing her medical test next week. We anticipate that she might get passport request for her PR application in Feb or March next year.
She plans to travel to Canada in Feb next year and there is a good chance that she won't get passport request before her travel date.
Once she lands here, we would submit a webform to change her PR application from outland to inland. We wanted to know how much delay in the application can we anticipate if we were to do this?
Also, once she lands, we would apply for a work permit. How much time does it take to get a work permit issued?

It has been made clear that we cannot change the application type from outland to inland.
I am less interested in changing the application type from outland to inland but was more interested in the passport request, especially where we need to send the passport. We don't want to be in the situation where we have to send the passport to India. Also, we would prefer to do a virtual landing if she is already inside Canada.

You can‘t change from outland to inland Without reapplying. You can have an outland application and be in Canada. Your spouse should update their address when they come come to Canada.
You can't switch application type. You can and should, once she's in Canada, raise a web form to change her current residential and mailing address, but aside from that your application will continue as outland.
