can someone explain what’s the pre arrival letter? And what is usually next?

I am in April 2023 applicant and did not receive pre - arrival .
After pre-arrival you will receive Eligibility - then portal 1 (information) portal 2 and ECOPR and PR .

One month added
Because many file remained from 2022 and did not finalize so IRCC added processing time . I hear some person when Security Strat to process only need one month
I hope u received final decision & P1 in this month
Reading the input of all the people here, I found that for BG check, some will have a message saying "Your background check is in progress" some have "we are processing your background check" --- does anyone know the difference?
